Don't put it in the windshield. You give up the game when you put the plate in the windshield and it still is a violation as you are to securely fasten it. It shows you already know you are required to have the front plate, but are trying to get around it. Plus it's dangerous if you should ever get involved in an accident. As for the slanted plate, it can be left up to interpretation: 5201. License plates shall at all times be securely fastened to the vehicle for which they are issued so as to prevent the plates from swinging, shall be mounted in a position so as to be clearly visible, and shall be maintained in a condition so as to be clearly legible. If you plate is slanted, it may not be "clearly visible". It doesn't say anything about hinged mounts though.
